Integrated Community Sustainability Plans
ICSP Tools and Guides
Welcome to the CCO's list of ICSP resources to assist municipalities in Integrated Community Sustainability Planning. Please be advised that the deadline for submitting your completed ICSP to the provincial government is March 31, 2010. To support the efforts of towns, the CCO has developed several resources. They are:
1. Draft Terms of Reference: Given that most municipalities are using a consultant to complete the ICSP, a terms of reference is essential. The CCO has created a generic and thorough terms of reference for a stand alone ICSP, though it can be easily modified for a collaborative or town plan ICSP. Please be advised public tender rules regarding posting "Requests for Proposals" do not apply, and you may contact the consultant of your choice. Please click
HERE for the Draft Terms of Reference
2. The CCO has also created an ICSP consultant CD to facilitate the consultant hiring process. The CD contains over 20 consultants, and serves as a convenient one-stop shop. The CD is free of charge. To request a copy, kindly contact CCO Program Officer, Robert Keenan, at 753-6820 or by email at ccrc@municipalitiesnl.com
3. The CCO has also developed a half-day workshop for municipalities pursuing a collaborative ICSP and their consultant. it is essential that the consultant attend the workshop with the communities. The workshop examines some of the problems related to collaborating and some of the specifics of a collaborative ICSP. Thus far, we have delivered two workshops. If you would like to take advantage of this service, we require a request in writing from each town in the collaborative group and a letter from the consultant confirming their attendance. The CCO will cover the cost of travel to and from the workshop, and the towns are responsible for the cost of the venue and any nutrition break.
