ECONOMIC CRISIS RESPONSE PROGRAM

The pattern of economic development in Newfoundland and Labrador has been, at best, uneven. While some communities prosper, others face severe economic difficulties. Still others are suddenly facing economic crisis after many decades of relative economic prosperity. Typically, these economic crises are brought about through resource depletion and/or downturns in the global market.

Municipalities are in a key position to begin to address these situations. The council is usually the first line of contact for federal and provincial government agencies and the media. Local citizens look to the council to provide leadership during the crisis. However few councils have the information, skills, planning and support resources to respond effectively.

The Economic Crisis Response Toolkit provides council with the information, tools and techniques to respond to the immediate and short term economic crisis and to prepare to plan effectively for long term economic transition. It is not a packaged blueprint for economic renewal but rather should be thought of as a ‘toolkit” from which council can draw to fit its particular circumstance and to provide a systematic and focused response to the crisis.
